the mod highlights matching sides between neighbors of a tile in hand and their neighbors  

for technical reasons the first tiles in the session doesn't highlight and there are some issues with "auto-rotating" tiles like when tracks and rivers rotate for you to align the tile to a valid position . in those cases highlighting doesn't work for some of the neighbors , but any movement or rotation brings all highlights back
